- Candidates must have a degree in Civil Engineering from a recognized university OR
- Candidates must have a three-year diploma in Civil Engineering from a recognized institution

- Candidates must be citizens of India, or subjects of Nepal, Bhutan, or Tibetan refugees who came to India before January 1, 1962, with the intention of permanently settling in the country.
